Completely normal. There is a German fake online shop for heating-oil[1]. It's online for many month now (at least 8 month per domain lookup), they already scammed hundreds (if not thousands) of people, they were reported to authorities countless times. Nothing happens, authorities just don't do anything. This fake shop is allowed to continue to scam people (orders are often >1000€!). But if you dare to insult Chancellor Merz on twitter, you get fined at most 2 days later.

Not when resources are being controlled by those who have the power. (For example, in Azerbaijan the Aliyevs have ruled for decades -- using oil wealth to buy everything and everyone)

Many, many years ago (maybe last century? if not then first couple of years of this one) I ordered Negativland's CD album "Dispepsi" from Amazon which at the time was pretty new.
Amazon swore they had a single remaining copy. For a couple of weeks they gave me the run around insisting there are warehouse problems or dispatch issues until finally they said OK, yeah, we've lost it, we do not have your CD of Dispepsi by Negativland, we refund your money. Fine, so, I go to Amazon's web site, sure enough now that they've cancelled my purchase they have one in stock. Order that, same loop.
They're not good at the details. I imagine this worked out OK for Bezos "Don't sweat the small stuff" right?

based on the messge, Id guess they used some form of amazon fulfillment tool where maybe its also a third party fulfillment network that amazon sells, and said fulfiller screwed up royally? or it was fba and amazon itself screwed up?
in a typical situation said seller would be banned for misconduct, so theres almost guaranteed to be something special going on?
maybe they're ukranian and their fulfilment center was recently bombed out? Usually amazon would still take on the bad debt to make customers whole though.

I think it means they used amazon's shipping services to send it and so amazon knows that something was actually shipped out on time even if it never got where it was going.
Once Amazon has your money, providing any kind of service or follow-up only reduces their profit. You'd think they'd worry about losing customers, but people seem to line up for the abuse.
I had this issue with a US seller a few weeks ago and had to jump through hoops to chat with a human who could refund me after weeks of not shipping.
There were over a hundred other messages where people rated them 1 star and reported item not shipped. Amazon responded with a generic message and said it wasn’t the sellers fault.
Are you in Germany or not the US? In the US all I see is literally 3 products. 2 is pest control, the other a toothpaste?

There are booksellers on AmazonIN who list every single book under the sun, with long lead times, and who never use Amazon for delivery. They will use fake IndiaPost tracking ids (but wrong ZIP codes) to show that the book has been dispatched. You wait like an idiot for four weeks and then complain to CS who then refund your money. The legitimate seller feedback is overshadowed by repeated fake ones from the same 5-6 names.
I have been caught in this trap a few times. And no amount of complaining to CS helps.
